A proposal for researcher access to data and transparency reporting developed by AlgorithmWatch and signed onto by a number of organizations. Key elements of the proposal include: Biding rules defining who can access what data for what purposes, an EU institution to mandate data access and transparency obligations. The institution will decide on exceptions to mandates for data sharing, maintain infrastructures to facilitate access, pre-process and audit companies for accuracy, and ensure access processes are in compliance with the GDPR.

Transpareny obligations should be based on indexes of annual turnaround, market share, user base and/or gatekeeping impact.
